Summary: Kowalski shifted in his seat a couple of times. He wasn't settled back into Chicago yet, Welsh had said when he took Jack aside. Take it easy on him. Give him time. Welsh wasn't known to be a soft touch, but he'd always had a good word for Kowalski. That used to piss Jack off when he and Tom were partners, but maybe it'd work to his advantage now.
